Lee T. Billingsley | President-Partner
Lee has almost 40 years of experience as a petroleum geologist and manager. Most recently he served as Vice President/Exploration for 18 years at Abraxas Petroleum Corporation, where he managed projects from conception to completion in the Rockies, Mid-Continent, Permian Basin, and Texas Gulf Coast. He focused on studying reservoirs for exploitation with horizontal drilling and multi-stage stimulation. Duties included managing geoscientists, interacting with operations and reservoir engineers, and directing leasing efforts. Before Abraxas, he founded and ran an independent operating and producing company, Sandia Oil & Gas Corporation from 1983-1998, where operations focused on the Anadarko Basin and Texas Gulf Coast. The association and work experience with David M. Horne occurred over this 15-year time span, as David served as land consultant to Sandia. During the Sandia days, Lee and David also sold numerous deals and projects to industry partners. Lee’s early career began in the Rockies with Tenneco Oil Co. and American Quasar Exploration.

Lee has BS and PhD degrees in geology from Texas A&M University and a MS in geology from Colorado School of Mines.

Lee has also been very active in professional organizations having served as President of American Association of Petroleum Geologists (2006-2007) He is a Certified Petroleum Geologist through AAPG and an active member of Society of Independent Professional Earth Scientists (SIPES), and South Texas Geological Society.

David M. Horne | Vice President-Partner
David graduated with a degree in Petroleum Land Management from The University of Texas at Austin in 1978 and has enjoyed an uninterrupted career in the oil and gas industry since that time. He leaves Forge Energy, LLC to form Windridge Oil & Gas LP with Lee and Matt. Forge is an EnCap Investments and Pine Brook Partners private equity member company primarily focused in the Permian Basin. In over three years of service there, David’s notable achievements were in Business Development, having received credit for assembling the prolific Bighorn Prospect in Ward and Winkler Counties, Texas, as well as assembling some 67,000 acres in the southern Delaware Basin and serving as the architect of a midstream gathering company to provide services there. David was the Vice President of Land at Central Montana Resources, a privately funded company headquartered in San Antonio but with a regional office in Billings, Montana. David presided over a 15-member team to oversee an acreage inventory of just under one million acres and led the development and effective management of the company’s land assets through strategic acquisitions and divestitures, highlighted by a joint venture with Halliburton Energy Services in a service-based PSA and a $50 million capital infusion from Trinity Capital LLC. For over twenty years, David served as President of his own land services company, CLS Resources, Inc. While building client relationships with Chesapeake Energy and Marathon Oil Company, David’s primary focus for CLS was to serve as a fully functional, outsourced land department and did so for companies like Bergstein Oil & Gas and Sandia Oil & Gas Corporation. In that role, David also provided some venture capital sourcing, gas marketing, mergers, acquisitions and corporate dissolution oversight. It was then that David met Lee Billingsley and assisted him with Sandia Oil & Gas functions through its eventual sale to Abraxas Petroleum Corporation in October of 1998. Prior to the CLS years, David served as Land Manager of Suburban Propane Gas Corporation for eight years and started his career with Sun Oil Company right out of school.

David is a Certified Professional Landman and an active member of the American Association of Professional Landmen and the Permian Basin Landman Association.

Matthew M. Billingsley | Vice President-Partner
Matt is responsible for overseeing and interpreting all geological functions and implementing overall business development strategies. He is also actively involved in the daily operational activities for Windridge, such as production monitoring, regulatory/environmental, permitting, geosteering, etc.

Prior to forming Windridge, Matt was a geologist at California Resources Corporation (CRC), a spinoff of Oxy, where he worked conventional, unconventional, structurally and stratigraphically complex reservoirs, water-floods, and low-gravity oil plays in the San Joaquin basin, California.

Prior to CRC, Matt worked as a geologist at Occidental Petroleum Corporation (OXY), where he worked both in the Worldwide Exploration group in Bogota, Colombia and in the Williston Basin business unit, focusing on reservoir characterization and development of tight oil plays. During this time, Matthew planned and geo-steered over twenty 2-mile long horizontal Bakken, Pronghorn, and Three Forks wells in the Williston Basin, North Dakota.

Matt holds a B.S. from Texas A&M University and a M.S. in Geology from Colorado School of Mines.
