Lee T Billingsley, PhD | President | Partner
Lee oversees the business strategies, technical execution, and relationships with financial partners. Prior to founding Windridge in 2016, Lee served as VP of Exploration at Abraxas Petroleum, where he supervised both conventional and unconventional prospect generation and execution in basins including the Williston, Powder River, Anadarko, Permian and Texas Gulf Coast. Before Abraxas, he founded an independent exploration and production company, Sandia Oil & Gas Corp. Lee holds geology degrees from Texas A&M University (B.S. and PhD.) and Colorado School of Mines (M.S.). He is very active in professional organizations, including AAPG where he served as President (2006/2007).
David M Horne, CPL | Vice President | Partner
David is responsible for all Land and Business Development opportunities, whether created internally or acquired by lease, purchase, farm-in or participation. He negotiates and prepares transactional documents, oil and gas purchase/sales agreements and oversees surface, mineral and royalty matters for Windridge-operated properties. David came to Windridge as a founding partner in the summer of 2016, leaving Forge Energy, LLC where he is credited with having acquired the initial four-section position in the Delaware Basin which, together with other acquisitions, would later become the foundation of Forge’s asset sale to Oasis Petroleum. Prior to Forge, David served similar Senior and Vice-Presidential roles at other privately funded companies. Through his own company CLS Resources, Inc., David serviced a select group of client companies including Sandia Oil & Gas where he first met Lee. David holds a BBA in Petroleum Land Management from the University of Texas at Austin.
Matt Billingsley | Vice President | Partner
Matt is responsible for implementing and overseeing all geologic functions related to prospect generation and evaluation, asset development, and overall business development strategies. Prior to founding Windridge in 2016, Matt worked as a geologist at California Resources Corporation (CRC) and Occidental Petroleum Corporation (OXY), where he worked a variety of conventional, unconventional, and waterfloods assets in the Middle Magdalena Basin (Colombia), Williston Basin, and San Joaquin Basin. Matt holds a B.S. from Texas A&M University and M.S. in Geology from Colorado School of Mines and is an active member of AAPG and STGS.
Roman Omelchenko | Vice President | Partner
Roman is responsible for all engineering & data analytic functions, including prospect evaluation, asset development, and implementing overall business development strategies. He also oversees workover planning, new well completions, and drilling design optimization for operating assets. Prior to joining Windridge, Roman’s professional experience includes distinct engineering roles at California Resources Corporation (CRC), Occidental Petroleum (OXY), Rosneft, and Baker Hughes, where he worked on primary conventional & unconventional reservoirs, conventional and tight water-floods. Roman holds a B.S. and M.S. in Petroleum Engineering from Gubkin Russian State University of Oil and Gas, and a M.S. in Petroleum Engineering from Texas A&M University. Roman has served as YP liaison Director for SJV SPE section (2015-2016).
